A Cetan, according to "Rare Revealed: The Making of Perfect Dark".
The Cetans are an old and powerful alien race. They were able to build large biological vessels that contained powerful weapons, enough to be a threat to the entire universe. Though mentioned in Perfect Dark, one is never actually seen.
